We traditionally… looked at the exclusive access to spectrum model where you have a single license that provides a single operator with guaranteed access and they can offer a guaranteed quality of service and they can charge a premium for that. We are now looking at a hybrid model. We call it authorized spectrum access — a model where an operator can access spectrum that is encumbered by a government service, say, a radar service, but spectrum is not efficiently used.
